MARCH 09 President's Message
A special Thanks to all members and guests who attended the installation dinner in December. The Board of Officers for the 2009~2010 term was sworn in by the Honorable Victor J. Alfieri, Jr. Although the weather wa snot favorable, we had a great turnout.
For those snowbirds hiding out in Florida, and other warmer places, welcome back! You certainly picked a great time to be awayfrom the Hudson Valley area as we certainly had our share of cold spells and a great deal of snow. We are all looking forward to an early spring.
The number one issue concerning the Hudson Valley 10-13 is still the Health Protection Bill. We will continue to work with the National 10-13 and the Alliance of Public Retirees to accomplish the goal of having this bill passed, as well as any other bills affecting retirees.
We are all apprehensive about the state of the economy. Threats of budget-cuts are raging. We, as a group, cannot afford to lose any of our benefits. One of the ways the membership can participate in helping to support our goal is to take part in our annual Lobby Day, scheduled for May 20th. This is the one day a year we travel as a group to Albany to emphasize our needs and concerns to our representatives. There is strength in numbers. The larger the group, the louder the voice! Call the HV10-13 phone number to reserve a seat on the bus.
Looking forward to seeing you at our next meeting, March 12, 7:30PM at the American Legion. We will be having a special guest speaker who will be talking about the great American pastime, BASEBALL.

Sgt. Michael J. Nasca 1957~2009
It is with deep regret we report the death of Sergeant Michael J. Nasca, NYPD Retired.
Michael, a resident of Monroe, NY (Orange County), passed away Saturday, February 21, at Good Samaritan Hospital, Suffern, NY. He was 51 yrs. old.
He was born in Brooklyn, NY on October 28, 1957, to Eugenia Giardina Nasca and the late Dominick Nasca. Michael is survived by his wife Janet Offner Nasca, his daughters Amanda M. Nasca, Jessica N. Nasca and Emilie D. Nasca, his mother Eugenia Nasca, his brother Robert Nasca of Brooklyn, NY, his sister-in-law Lillian Martinez of Atlanta, GA, and his many friends in Monroe.
Michael served for 28 years with the NYPD and retired as a Sergeant assigned to the Manhattan Warrants Division. He was a member of the Sergeants Benevolent Association.

Rita Ladoue
Rita Ladoue passed on Feb. 18, 2009. She was the wife of Joseph Ladoue, charter member and Historian of the Hudson Valley 10-13 Association.
She will be waked at the Edward Finn Funeral Home, 43 E. Main St., Stony Point, NY on Sunday, Feb. 22 from 2-4 and 7-9 PM.
A Mass of Christian Burial will be celebrated at Immaculate Conception Church, 24 E. Main St., Stony Point, NY on Monday, Feb. 23 10:00 AM.

Capt. Robert J. Larkin 1930~2009
Robert Joseph Larkin, of Warwick, passed away on February 18, 2009 at St. Anthony's Hospital, Warwick, NY. He was 78 years old.
Born on November 30, 1930 in New York City, he was the son of the late John Larkin and Irene Barry Larkin. He was married to Rosemary Mullins Larkin.
Bob served with the New York City Police Department for 32 years and retired as a Captain of Detectives. He was a member of the Hudson Valley 10-13, an association of retired and active New York City Police Officers, and American Legion Post 214, Warwick, NY. Bob was an avid marathon runner and golfer. He loved to fish. He was a member of the Warwick Valley Country Club. He was a parishioner of St. Stephen's Roman Catholic Church and an usher at the 5 p.m. Mass.
Bob and Rosemary were married in St. Veronica's R.C. Church in Greenwich Village on June 7, 1958 and recently celebrated their 50th wedding anniversary.
The family would like to thank all the staff at St. Anthony's Hospital, especially the Emergency Room, I.C.U., the First Floor nurses and aides, who treated him like a family member, Drs. Bezdicek and Alvarez, religious pastoral women and men, caseworkers and dietary staff.
Bob is survived by his wife, Rosemary Larkin of Warwick; a son, Barry Larkin and his wife Kate, of Old Bridge; a daughter, Colleen Larkin of Warwick; grandchildren: Christopher Barwick, Drew and Paige Larkin; a sister, Florence Ruffini of Syracuse, NY; and many nieces and nephews. He was predeceased by three brothers: John Larkin, William Larkin and Harold Larkin; two sisters: Mary Fisher and Eileen Fogarty.
Visitation will be on Sunday, February 22, from 2-4 and 7-9 p.m. at Lazear-Smith & Vander Plaat Memorial Home, 17 Oakland Ave., Warwick.
A Mass of Christian Burial will be celebrated 10 a.m. on Monday, February 23, at St. Stephens R.C. Church, Warwick. Interment will follow in Orange County Veterans Cemetery, Goshen.

Worker, Retiree, and Employer Recovery Act of 2008
On 12/23/08, President Bush signed the Worker, Retiree & Employer Recovery Act of 2008. While the billl does not offer relief from the RMD (Required Minimum Distribution) payment for the year 2008, it does provide exemption from withdrawing funds from your IRA account(s) in the year 2009. This could be a benefit for our members who are aged 70.5 or older, and as with all matters concerning your money, consulting with an accountant or tax professional is strongly encouraged.
